Commercial & Industrial (C&I) Solar VEEC – FAQ

1. What is the new C&I Solar VEEC activity under Victorian Energy Upgrades?

The Commercial and Industrial (C&I) Solar VEEC is a new activity under the Victorian Energy Upgrades (VEU) that incentivises commercial solar installations in Victoria. It enables certificate creators like us to offer upfront VEEC payments to Victorian installers for eligible solar systems between 30 kW and 200 kW.

2. How is it different from previous large-scale solar incentives?

In two words: upfront payments. Previous programs paid incentives over time. The new C&I Solar VEEC activity allows us to pay installers upfront, providing faster access to incentives and improving cash flow for installers.

3. When does the C&I Solar program start?

Installations completed from September 29, 2025 may be eligible to create VEECs under the C&I Solar VEEC program.

4. Can VEECs be combined/stacked with other solar incentives like STCs and LGCs?

Yes. The program allows stacking multiple incentives.

  • 30 kW – 100 kW: VEECs + STCs
  • 100 kW – 200 kW: VEECs + LGCs

5. What are the location and property eligibility requirements?

Eligible solar systems must be installed in Victoria on non-residential premises, including warehouses, factories, offices, retail sites, hospitals, aged care or healthcare facilities, schools, universities, sports facilities, community halls, new builds, or ground-mounted systems.

6. What are the solar PV system requirements for VEEC eligibility?

Eligible systems must:

  • Be connected to the distribution network by one or more photovoltaic modules.
  • Have a total module capacity between 30 kW and 200 kW.
  • Comply with the Distribution Network Service Provider’s (DNSP) negotiated connection contract.
  • Use Clean Energy Council (CEC) approved solar modules and inverters.
  • Have solar panel manufacturers listed in the Solar Panel Validation Initiative (SPVI).
  • Include a monitoring portal accessible by the end user, capable of tracking system performance and energy production/consumption.
  • Be sized and designed in accordance with Solar Accreditation Australia standards.

7. What are the inverter requirements for C&I Solar VEECs?

The total connected inverter capacity (as installed and approved by the DNSP) must be at least 30 kVA.

8. What are the warranty requirements?

  • Inverters: Minimum 5-year warranty against defects.
  • Solar panels: Minimum 10-year warranty against defects.
  • Warranties must comply with Australian Consumer Law (Victoria) and include Australian contact details for warranty support if the supplier is not based in Australia.

9. What documents will be required?

  • VEEC Assignment Form
  • Customer Quote
  • Tax Invoice
  • Geo-tagged photos of installer(s) with photo ID, installed inverter(s), installed panels
  • Details of upgrade products
  • Report output from the monitoring portal
  • Certificate of Electrical Safety (CoES)
  • Single-Line Diagram (SLD)
  • DNSP Connection Evidence

10. How much will installers be paid?
