A Comprehensive Guide to Navigating 2023 VEU Changes

The Victorian Energy Upgrades program has recently implemented many changes in water and space heating activities. 

We understand that changes in our industry can be stressful. We are committed to sharing what we know with you as soon as possible so you can confidently focus on your work.

If you missed our messages outlining these changes, don't worry. Here we will highlight some of the more important changes made over the last few months

Water and Space Heaters are to be disposed on EPA-approved facilities

The VEU regulations require that decommissioned water or space heaters must be removed from site and disposed of at an EPA approved facility, likely under the waste code T-300 E-Waste to be eligible to claim VEECs.

Gas Installations completed after June 30th not eligible for VEECs

After June 30th, new ducted or single-room gas space heaters will no longer be eligible for cashback claims. Gas jobs completed before June 30th can still be claimed within the next year, however, we recommend submitting your claim as soon as possible.

Consumer Fact Sheets and Certificate Provision

The VEU requires that the consumer has been informed that a VBA Compliance Certificate and/or Certificate of Electrical Safety is required for the work undertaken and that they will be provided with a copy of the relevant certificate within five working days of the installation. You provide the following consumer fact sheets prior to closing a sale:

Meeting the AS/NZS 3500.4 Standard

The Essential Services Commission is closely monitoring compliance with section 8 of AS/NZS 3500.4 for water heaters claimed under the VEU program. This section relates to the lagging of inlet and outlet pipes and has become a major compliance focus of the VEU. Please ensure your installations meet these standards to avoid delayed payments.

Replacing gas activities status update

"Get off Gas" activities have been introduced in the VEU on May 31st. However, the list of approved products is yet to be released. Speak to your product supplier for further information on timelines and approval status of their product. 

On our end, we'll soon include the new forms in Geo for gas replacement activities. Stay tuned for updates.
