The Victorian Energy Upgrades (VEU) program supports Victorian residents and businesses to reduce the cost of buying and installing solar water heaters and heat pumps that replace existing electric or gas hot water systems by recognising the energy savings with VEECs.

Victorian customers and installers, can take advantage of historically high cashback incentives, for upgrading old inefficient appliances around their home with new energy efficiency technology.

Eligible Scenarios

  • Upgrade scenarios marked with a green tick are eligible for both VEECs and STCs.

    Those marked with yellow are eligible for STCs only.

    Those marked with a red cross cannot claim VEECs or STCs.

How are VEECs calculated?

VEEC cashback for each claim varies depending on several factors.

  • Building type - Residential or Commercial,

  • Climate zone - based on the installation address post code,

  • Scenario - details of decommissioning and installation,

  • VEEC price - current price offer is $55.00

Frequently Asked Questions

  • VEECs can be created after upgrading existing inefficient electric or gas water heaters at properties in Victoria with electric-boosted solar, gas-boosted solar or heat pump water heaters, registered under the Victorian Energy Upgrades program.

    Small-scale Technology Certificates (STCs) can be created after installing a solar water heater or heat pump registered with the Clean Energy Regulator under the Renewable Energy Target.

    By installing an eligible water heater and submitting a claim to Green Energy Trading, you will be eligible to receive a certificate payment for both certificate types, for installs in Victoria.

  • Certificates can be claimed from the date the system has been completely and correctly installed.

    Green Energy Trading highly recommends claims are submitted within a month after installation to ensure they do not expire.

    STCs: Certificates must be claimed within 12 months of the installation date.

    VEECs: Certificates must be claimed by June 30 of the year following the year of installation. For instance:

    If the installation takes place on December 30, 2018, certificates need to be claimed by June 30, 2019 (6 months in total). If the installation takes place on January 1, 2019, certificates need to be claimed by June 30, 2020 (18 months in total).

  • Yes. However, we need some additional information to make processing the claim straightforward.

    The assignment form needs to describe where each solar water heater (and the tank serial numbers) is located on the property. For instance:

    A system with serial number X is installed at the rear of the house and the system with serial number Y is installed on level 1 of the main building.

    A diagram of the property and photos of the installation showing the location of the existing and new systems, are also very useful for processing your form.

    In Victoria, you can claim VEECs for up to two water heater replacements at a residential premise. There is no such limit for water heater replacements at a business premises.

  • Yes, you are eligible to claim VEECs for the electric to electric-boosted solar or heat pump regardless of whether the property also has other gas appliances. You are creating energy savings for your customer, by installing a hot water unit that will draw less electricity from the grid, reducing their bills and reducing their carbon footprint and VEECs reward this.

Quick guide to claiming VEECs

  • Part of the requirements to claim VEECs is to register all company representatives that engage with your customers, including sales reps and licenced installers, with us.

    They must complete our training before completing any sales or installations.

  • You must provide the VEU Consumer Fact Sheet before the sale is finalised and ensure the customer feels fully imformed about their purchase decision to upgrade to the new VEU approved water heater you have quoted.

  • Only water heaters on the VEU list of products and on the Clean Energy Regulator list of approved water heaters are eligible to claim VEEC + STC discounts.
