Energy Savings certificates available for Water Heaters in NSW
Create both STCs and ESCs for eligible solar water heater or heat pump installations in New South Wales.
The NSW Energy Savings Scheme (ESS) has expanded to increase the uptake of solar water heaters and heat pumps that replace existing electric or gas hot water systems, by NSW residents and small businesses.

SET UP

Part of the requirements to claim ESCs is to register all company representatives that engage with your customers, including sales reps, site assessors, and licenced installers, with us.
They must complete our training before completing any site assessments, sales or installations.

Only water heaters on the IPART list of products accepted for HEER method and on the Clean Energy Regulator list of approved water heaters are eligible to claim double ESC + STC discounts.
QUALIFY

A site assessment must be completed before the installation and must include the following steps
Identify your customer’s building is an eligible site.
Identify the energy efficiency opportunities at the site.
Identify the existing equipment to assess that it is eligible for replacement.
Provide all relevant information to the consumer on the costs, risks, and considerations of retrofitting with energy-efficient alternatives.
The site assessor must be someone who has completed our training before conducting any site assessments.

Your customers upgrading water heaters at residential or small business sites in NSW qualify for double discounts.
An eligible residential site is any detached or semi-detached building where a person(s) lives. Including houses, townhouses, apartments, units, or permanent caravan sites and cabins.
Units and rooms within motels, hotels, guest houses, school dormitories, the shared facilities of a caravan park, detention centres or hospitals are not eligible sites.
An eligible small business site is a site entirely occupied by one business that can show with electricity bills that it consumes less than 100MWh of electricity per year (from any source, including a solar system or other energy generation unit) at that site.

Your customer is the person or company that buys the water heater and pays for its installation. In the ESS they are called the Purchaser.
Your customer - the purchaser - must provide
A recent electricity bill for the installation address.
Pay at least $30 (ex GST) towards the cost of the installation.
Sign the nomination form - issued from Geo or the Onsite app - before the installation is complete.
The Purchaser can be a landlord, tenant, the owner of the building or site, a contracted property manager or a facilities manager who provides management services for the building where the water heater(s) will be upgraded.
The Purchaser cannot be a person or entity that is purchasing the equipment in order to on-sell it to someone else.

The final step to ensuring your customer’s upgrade meets all the requirements to secure the double discount is to decommission and remove the old system from the site.
The old system cannot be reused, re-sold, or refurbished. It must be destroyed.
Installers must snap and save a photo in the Onsite installer app showing the old system is fully decommissioned.

Upgrade scenarios marked with a green tick are eligible for both ESCs and STCs.

Unlike STCs, where every new heat pump or solar water heater installed can claim cashback, not all Heat Pump and Solar Water Heater upgrades will be eligible to claim ESCs.
To be eligible for ESCs the water heater upgrade must meet several criteria:
Occur at a residential or eligible small business premises in NSW.
Match one of the eligible upgrade scenarios.
Install a new water heater from the IPART Accepted Product list, which has accepted energy saving value for the installation address post code
Decommission, remove and recycle the replaced water heater

You only have a limited time after the installation date to claim the incentive cashback through the certificates.
The installation date is the day the hot water system has been completely and correctly installed and is capable of producing hot water.
The certificate creation expiry date varies depending on the certificate type.
STCs: Certificates must be created within 12 months of the installation date.
ESCs: Certificates must be created by June 30 of the year following the year of installation.
