Major changes for installers, designers, and solar retailers from 1 April 2022

As part of the changes to regulations for small-scale solar systems, from 1 April 2022 there are new obligations for agents, installers and designers, and solar retailers:

  • Inverter serial numbers will be required (including photos of serials)

  • New agreement to be made by retailers

  • Updated installer and designer agreement

Changes for installers and designers

From 1 April 2022, there are new requirements for solar installers and designers, including the obligation to provide a new written statement for designers and an updated installer written statement. Inverter serial numbers will now be required to be captured, as well as photos of serials.

Changes for solar retailers

From 1 April 2022, there is a new requirement for solar retailers to provide a written statement including information on the installer and the system. More information about these requirements can be found on the Clean Energy Regulator website, they are also encouraging all retailers to subscribe to the agency’s email updates.

Additional Installer Information

Prior to issuing the agreements, the following information will need to be entered into Geo:

1. Confirmation as to whether the Installer was on-site to either

☐ install, or
☐ supervise

2. Confirmation that the installer works for the retailer as an

☐ employee, or
☐ subcontractor

3. As well as confirming that the installer has received a copy of the design of the unit, the Geo administrator must also select whether:

☐ The design was not modified during the installation of the unit and it was installed in all material aspects, in accordance with the design, or
☐ The design was modified during the installation of the unit and the modifications were consistent with all relevant requirements of the accreditation scheme for the design of the unit and that the unit was installed, in all material aspects, in accordance with the modified design.

Additional Retailer Information

A solar retailer is responsible for the procurement, sale and arrangement of the installation (including grid connection, where applicable) of a solar PV system for a consumer either by contracting a party to do so or using its own employees. The following information on the retailer will need to be captured and submitted in the Geo assignment:

1. Retailer authorised representative name
2. Retailer authorised representative position
3. Retailer authorised representative email address
4. Confirmation as to whether the system is either

a. ☐ complete and generating electricity, or
b. ☐ capable of generating electricity

5. Confirmation as to whether the system

a. ☐ if grid connected, the unit is connected to the grid, or
b. ☐ the retailer has completed its obligations under the contract (or quote accepted) relating to the connection of the unit to the grid

6. The retailer provided information in writing to the owner of the unit about one or more of the following of the unit,

☐ expected payback period, or
☐ expected energy savings, or
☐ expected cost savings and that information is true, correct and complete.


FREQUENTLY ASKED QUESTIONS

 
  • Yes. The serials for micro-inverters will be required to be captured and provided. Photos of the serials must also be captured.re

  • • It will now include the installers accreditation number and type.

    • It will state that the installer was on-site to install or supervise the install and that they have evidence demonstrating that they have met on-site requirements.

    • It will state that the installer has received a copy of the design of the system and that:

    o If not modified, that the unit was installer in all material aspects in accordance with the design (modified or not) and the system will perform in accordance with the design

    o If modified during the installation, that the modifications met the requirements of the relevant accreditation scheme and that the unit was installed in all material respects in accordance with the modified design

    o The system will perform consistently with the design of modified design (as applicable)

  • It will now include the designers accreditation number and type. It will also state that the design has complied with all relevant requirements of the accreditation scheme for the design of the system.

  • Whoever is selling the system to the system owner.

  • It should be signed by a representative of the solar retailer who has the authority to make statements on behalf of the company. The representative needs to understand and make undertakings in the statement as it relates to each specific solar PV installation.

  • The solar retailer will need to provide a representative’s name, email and their position. The agreement will be issued to them via email by the Geo user.

  • • The solar retailers legal entity name and ABN

    • The name of the solar retailers representative and their position

    • The name of the installer, the address of the install and whether the installer is an employee or subcontractor of the solar retailer

    • That the system will perform in accordance with the contract/accepted quote, except by circumstances outside the retailers control

    • That the system is complete and generating electricity or capable of generating electricity

    • That if the system is grid connected that it is connected to the grid, or the retailer has completed its obligations under the contract/accepted quote related to the grid connection of the unit.

    • That they provided information about tariffs and export limits, in writing, to the system owner

    • That they provided information about expected payback period, expected energy savings or expected cost savings, in writing, to the system owner

  • No, there are no changes to the requirements for the creation of STCs for Solar Water Heaters.
